Stages of construction for new laybys on the A449 Stafford Road

At the start of 2025, works started to create two new laybys along the A449 Stafford Road. These laybys are being installed to replace the existing ones on the A5, which will soon be removed to make way for a new roundabout and associated road improvements as part of the WMI development.

The new roundabout will be constructed at the same location of the current laybys on the A5. As these laybys cannot be closed until replacements are in place, the decision was made to relocate them to the A449 due to space constraints along the A5. The location and construction phasing of the new laybys have been determined in accordance with the Development Consent Order.

Traffic management to construct the two new laybys will vary and include lane closures, which have been in place since January 2025, and will remain until Autumn 2025 when the work is completed. At certain points in our work, we may need to fully close a section of the A449 from A5 Gailey Roundabout to A449 Crateford Lane/Gravelly Way junction to complete our work safely. When this is necessary, we’ll ensure to provide you know with as much notice as possible to be able to plan your journey.

Below is a breakdown of the stages of construction for the new laybys along with expected durations:

Stage one: Site preparation and clearance – COMPLETE

Before construction begins, the designated layby locations on the A449 have been cleared. This involves the removal of any vegetation, debris, or obstructions that may interfere with the work.

Stage two: Utility diversions expected to be completed from January 2025 to June 2025

  • Diversion of existing services on the North and South bound verges to facilitate the new layby alignment and upgrading the utility infrastructure.

Stage three: Verge works – earthwork, drainage, footpaths, kerbing & pavement surfacing – expected to be completed from January to June 2025

Once the site is prepared, the follow on activities are:

  • Excavating the ground to the required depth & forming the new layby profiles
  • Installing drainage systems to ensure water runoff and prevent flooding
  • Defined safe layby areas, kerbs are installed along with road markings to clearly designate stopping areas and entry/exit points.
  • Safety features such as signage and reflective markers may also be added to enhance visibility and security.
  • Closure of existing field accesses

Stage four: Central reservation works – expected to be completed from June to September 2025

  • Switch traffic management to the central reservation – moving the running lane into lane 1. This will be completed with a few overnight full closures
  • Closure of existing central reservation barrier openings
  • Drainage
  • Install new kerb lines
  • Landscaping

Stage five: Final inspections and removal of traffic management – expected to be completed in Autumn 2025

  • Final pavement surfacing
  • White lining

Before the laybys can be opened to the public, we will complete inspections that ensure they meet National Highways requirements. With final adjustments made before officially opening them and removing traffic management.
